St. Petersburg, November 27, 2025.The key industry event of the year, the General Meeting of the Association of Industrial Enterprises of St. Petersburg (APP SPb), was held at the site of the Institute of Technology. The meeting focused on the real state of affairs in industry, the effectiveness of government support measures and the search for solutions for technological sovereignty.

In his speech, Maxim Konoplynikov highlighted four key barriers faced by industrial enterprises:
Critical dependence on imports. We are talking not only about ready-made engines and control systems, but also about basic components. Logistical disruptions and the rise in the cost of supply chains increase the pressure on production costs.

1.The aging infrastructure. More than 30% of floating docks in the region have been in operation for more than half a century, which is a direct risk to production cycles.

2.The shortage of "long" money. The industry needs almost 2 trillion rubles for modernization, but existing financial instruments do not cover this amount.

3.Personnel hunger. There is an acute shortage of technologists, engineers and operators with digital skills.

The PKRF/AKTAWA digital platform makes it possible to centrally manage purchases and supplies using AI analytics to predict demand.
For exporters, full support is provided: from customer search and customs to guaranteed settlements through a cross—border payment system.
4) Educational programs of a new format
The PCRF proposes to combine theory with practice on the basis of a logistics hub and platform. Training technologists and engineers using simulators, AI, and online courses is a direct response to the staffing shortage.
