St. Petersburg, November 27, 2025 — The General Reporting and Re-election Meeting of the Association of Industrial Enterprises of St. Petersburg (APP SPb) was held at the St. Petersburg State Technological Institute. Maxim Mikhailovich Konoplyanikov, Chairman of the Board of Directors of the PKRF Group of Companies, made a key presentation at the event, where the results of the industry's activities and state support measures were discussed.

Welcoming remarks to the participants of the meeting were also delivered by V.A. Radchenko, President of the APP SPb, S.A. Soloviev, Deputy of the State Duma of the Russian Federation, and Andrey Pavlovich Shevchik, Rector of the Institute, Doctor of Technical Sciences. Alexey Alexandrovich Yakovlev, First Deputy Chairman of the Committee on Industrial Policy, Innovation and Trade of St. Petersburg, delivered a report on the results of the St. Petersburg industry for 11 months of 2025 and measures of state support by the authorities.

Responses to the Systemic Challenges of the Industry

Maxim Mikhailovich Konoplynikov presented the initiatives of the Communist Party of the Russian Federation aimed at improving the efficiency, modernization and international competitiveness of shipbuilding, mechanical engineering and other industries.

The following key challenges to the shipbuilding industry were noted:

  • Import dependence of components: Imports of critical technologies, engines and systems remain, which is exacerbated by logistical constraints and rising costs.
  • Worn-out infrastructure: More than a third of the floating docks are over 50 years old.
  • Financial constraints: The total need for modernization is estimated at almost 2 trillion rubles, while the existing financing instruments are insufficient.
  • Staffing shortage: There is a shortage of technologists, operators, engineers and a low level of digital competencies.

The PKRF Group of Companies offered the participants of APP SPb specific tools to transform these challenges into solutions.

Key Initiatives of the Communist Party of the Russian Federation

The PCRF, which is a digital ecosystem for industry, presented the following areas of cooperation:

1. Logistics Hub in St. Petersburg

It is proposed to create a centralized logistics hub, which will provide storage, quality control and distribution of turnkey components.

  • The hub will ensure transparency and control of all stages.
  • Sea, rail, air and auto delivery are carried out.
  • The PKRF Group of Companies has direct contracts with 500+ logistics partners worldwide.

2. Financing and Investment Fund

  • Financial programs (2025): Joint programs with banks that allow for purchases (in Russia and abroad through the PCRF platform) with a delay of up to 90 days, without interest, up to 500 million rubles for small and medium-sized businesses.
  • PKRF Investment Fund (launch in 2026): The purpose of the fund is to finance the purchase of equipment, components and localization of production. The Fund will work in conjunction with the logistics hub.

3. Digitalization and Export via the AKTAWA Platform

  • Digitalization of supply chains: The PKRF/AKTAWA B2B platform allows you to centralize procurement and logistics. AI and analytics are used to predict demand.
  • Export of civilian products: The international business platform AKTAWA offers a full cycle of export support, including customer search, supply management, customs clearance and guaranteed payments through a cross-border settlement system.

4. Educational Initiatives

The PCRF offers the joint creation of educational programs that include theory and practice on a logistics hub and a digital platform.

  • Training of technologists, engineers, and operators.
  • Using AI, simulators, and online courses for learning.

The PKRF Group of Companies has confirmed its readiness to become a strategic partner for the enterprises of APP SPb, combining its resources to solve complex industry problems.
